Is Weixin Yang (see JE's "Ask WAIS Experts" post of 19 February) referring to the following kind of terror?

JE comments: This is terrifying stuff on 1970s-era cooperation among the Paraguayan, Chilean and Argentine military regimes. It's full of torture, renditions and disappearances. My gratitude goes to Holger Terp for bringing "Operación Cóndor" to our attention.
However, I think Weixin Yang was referring to "terrorism" as it's commonly understood in today's idiom.
