Of course the US spends "only" about 700 billion dollars on weapons and defense. Should it feel threatened by Iran spending the huge amount of $10 billion? The Israelis are at $14.5 billion.

Second thing second: Given the spotty US record of late at keeping its word, is there any reason Kim should believe Trump and cut a deal? Every petty dictator must have the "Gaddafi Factor" front and center in his/her mind. Kim is not just negotiating with Trump, however. There is also the very attractive carrot from Moon in the South.
First thing last: The US wages its wars with stuff. For example, it outspent Japan about 7 to 1 in WWII. In Vietnam, the ratio was certainly far greater. We Americans are the world's best bargain shoppers in every area except defense. Iran could probably give us a spirited fight with its $10 billion arsenal. In any case, irregular or asymmetrical warfare is done on the cheap.
