I said nothing about re-establishing US military bases. Vietnam is not courting the US to return to the region militarily but it is courting US capital to invest in Vietnam to help it overcome the abject poverty that communism creates everywhere. Vietnam is hoping to emulate China's model of capitalist success. The current leadership in Hanoi abandoned the failed communist economic model the same way that China abandoned it under Deng Xiaoping and enthusiastically embraced capitalism, while at the same time politically continuing to spout ever more meaningless communist propaganda.
Plan to attend the WAIS conference on "Critical World Issues " at Stanford July 31-August 1, 2006. It will be a rare opportunity to meet other WAISers. Tell interested friends.
