The National Archives and Records Administration (oh no, a federal government agency perhaps not long for this world) branch at 201 Varick Street in Manhattan is accustomed to genealogical researchers. They have ship passenger manifests going well back into the 19th century, which could prove useful.

John, do you know if the ship manifests have been digitized? Still, surfing at home in your pajamas is never as satisfying as on-site research. NARA specifies that you must make a prior appointment to view original documents. Be aware of this before you travel to New York.
